S3 safety shoes are certified under EN ISO 20345 and combine everything S1P offers, a 200-joule toe cap, antistatic properties, an energy-absorbing heel and a puncture-resistant insert, with two additions that S1P does not have: water resistance of the upper and a cleated outsole. Those two additions are the reason S3 is the default specification on most UK construction sites.

Two structural points worth knowing. S3 is Class I, meaning leather and other materials, which covers virtually every safety shoe and boot on the UK market. Class II is all-rubber or all-polymeric moulded footwear, and that is where S4 and S5 live. And under the 2022 revision of the standard, slip resistance became a mandatory basic requirement for every certified shoe, so an S3 shoe has already passed a slip test on ceramic tile with a soap solution before any additional marking is considered.

What Does S3 Add That S1P Does Not?

Water resistance of the upper (WPA)

WPA certifies that the upper material resists water penetration and absorption when tested over a defined period. It replaced the older WRU marking in the 2022 revision. In practice it rules out open mesh construction and requires a denser leather, coated microfibre or membrane-backed upper.

This is why S3 footwear tends to run warmer than S1P footwear. Breathability and water resistance are opposing properties, and a shoe cannot maximise both. If your main complaint about safety footwear is hot feet, understand that moving up to S3 will usually make that worse, not better. The cleated outsole

The standard defines a cleat as a protruding part of the outsole surface, and sets a minimum cleat height of 2.5 mm for cemented, direct-injected and vulcanised soles. Anything below that is treated as uncleated. For all-rubber and all-polymeric footwear the threshold is 4 mm.

On mud, wet grass, gravel and loose spoil, cleats do two jobs: they bite into soft ground, and the channels between them shed material so the tread keeps working. A flat sole on a wet clay slope simply skates.

The counter-intuitive part is worth stating clearly. On smooth indoor concrete or vinyl, deep cleats can grip less well than a flatter, finely siped pattern, because lugs reduce the rubber-to-floor contact area. Are S3 Safety Shoes Waterproof?

No. S3 certifies water resistance of the upper material only. Water can still enter at the tongue, collar and lace holes. Whole-footwear water resistance is a separate marking, WR, which defines the newer S6 and S7 categories.

This is the most common and most expensive misunderstanding in UK safety footwear buying, so it deserves a plain answer rather than a hedge.

If you are standing in wet grass at 7am, walking a flooded compound, or working outdoors through a British winter, WPA will not keep your socks dry. S7 is the specification you actually want, and it is still under-stocked by UK retailers relative to S3 because it only arrived with the 2022 revision. Ask for it by name.

A Practical Note

Some manufacturers add a waterproof membrane to S3 footwear without certifying the whole shoe to WR, and describe it in the product copy as waterproof. That may well perform, but it is a manufacturer's claim rather than a tested marking. If waterproofing genuinely matters to your shift, look for WR on the label rather than the word on the page.

What Do S3L and S3S Mean?

They are S3 with a non-metallic penetration-resistant insert. S3L was tested with a 4.5 mm point, S3S with a finer 3 mm point. Plain S3 uses a metallic insert. All three certify the same minimum penetration force of 1,100 N.

The suffixes arrived with the 2022 revision and are still poorly explained in UK retail listings, which often show only "S3" regardless of what is inside the sole.

Which to choose depends on your ground. Roofing nails, screws and timber offcuts are well represented by the 4.5 mm test. Fine wire, staples and thin swarf argue for S3S. And if your site's PPE list specifies a metal plate by wording rather than by tested performance, a non-metallic insert will not satisfy it even though the force rating is identical. When Is S1P Genuinely Enough?

S1P is sufficient for dry indoor work with impact and puncture risk and no exposure to water or loose ground: warehousing, vehicle workshops, indoor fit-out, facilities, stockrooms and light assembly, where the employer accepts it.

Over-specifying is a real cost, not a safe default. An S3 shoe on a dry warehouse floor is heavier, warmer and, because of the cleats, potentially no better on smooth concrete. If your work genuinely has no water and no loose ground, S1P gives you identical toe and puncture protection in a lighter shoe.

The test we would apply honestly: buy for the harder half of your day. A picker who spends forty minutes on the loading bay in January is not an indoor worker for footwear purposes, and a decorator who works outside for one week in four should be specified at the higher requirement. Averaging your conditions is how people end up wet.

Should You Buy S3 Shoes or S3 Boots?

Safety boot ratings use the identical SB to S7 codes, so an S3 boot and an S3 shoe have passed the same tests. Boots add ankle coverage, debris exclusion and stability on broken ground, none of which is part of the category code.

For construction safety boots specifically, many principal contractors require boot height as a site rule independent of the category code, so check the induction paperwork rather than assuming an S3 shoe will be accepted. One further point: if ankle protection is required rather than ankle support, look for the AN marking, which is a separately tested property. Plenty of boots do not carry it.

What Should You Look For Beyond the S3 Code?

The code is a floor, not a specification. Compare outsole compound, tread depth and self-cleaning geometry, lining and membrane construction, lacing and collar sealing, insert type, weight, and whether the brand offers your size and width.

Two S3 shoes at the same price can perform very differently over a winter, and none of that difference shows in the category code.

  2. Tread geometry, not just depth. Look for open channels that shed mud rather than a dense pattern that packs solid. A clogged sole has no grip regardless of certification.
  3. How the water resistance is achieved. A treated leather upper behaves differently from a membrane lining. Membranes keep water out longer but take longer to dry once soaked through the collar.
  4. Collar and tongue sealing. A gusseted or bellows tongue is the single most useful feature for keeping water and debris out, and it is rarely mentioned in listings.
  5. Insert type. Metallic P, or non-metallic PL or PS, and whether your site specifies one by wording.
  6. Weight, with the size stated. A weight figure without a size attached is not comparable. S3 typically runs 1,000 to 1,600 g per pair.
  7. Size and width availability. If a brand does not build your fit properly, nothing else on this list matters.

Outdoor work is harder on footwear than indoor work, so an S3 shoe on a wet site will not last as long as an S1P shoe on a dry warehouse floor at the same price. Replace immediately if the toe cap becomes visible, the cleats wear smooth, the upper splits at the flex line, the sole separates, or the shoe takes a heavy impact. A toe cap is certified against a single tested event, not a service life of them.

How Do You Verify an S3 Shoe Is Genuinely Certified?

Read the permanent marking inside the tongue or collar for the standard, year, category and size. Then request the type-examination certificate and Declaration of Conformity. Safety footwear is Category II PPE and cannot be self-certified.

  1. Find the permanent marking. Inside the tongue, collar or quarter lining, not on a swing tag or box.
  2. Check the category matches the listing. If the page says S3 and the label says S1P, the label is correct and the listing is not.
  3. Check the standard version. EN ISO 20345:2022 or 2022+A1:2024 is current. A 2011 certificate remains valid until it expires, but the vocabulary will be older, and any listing still quoting SRA, SRB or SRC has not been updated.
  4. Request the type-examination certificate. It names an independent conformity assessment body and its four-digit identification number, along with validity dates.
  5. Request the Declaration of Conformity and read the user instructions. Both are required, and the instructions state the limits of protection.

In Great Britain both CE and UKCA marking are accepted for PPE, so do not reject a shoe for carrying one rather than the other. Northern Ireland continues to follow EU rules.
